Can you apply for an Australian visa from a country other than your passport country?

Start with the visa's location rule, the passport you will travel on and where you actually live. These are different questions. This guide uses the overseas Visitor 600 Tourist stream as a worked example; another visa can have different rules.

01 / CHECK THE VISA'S LOCATION RULE

“Outside Australia” does not mean “in your citizenship country”

Home Affairs says the Visitor 600 Tourist stream for applicants outside Australia requires you to be outside Australia when you apply and when it decides. Its published location rule does not require you to be in the country that issued your passport. A person who normally lives in a different country can therefore start with that overseas stream, provided the other eligibility rules fit. This is an inference from the published stream rule, not an individual eligibility decision.

Check the exact stream before lodging: onshore Tourist, Student, Partner, Working Holiday and other routes can have different location and application rules. If you plan to enter Australia while an offshore application is pending, read the decision-location rule again before travelling.

Official overseas Tourist 600 rule · Separate onshore Tourist rule · Travel with a pending application →

02 / PASSPORT CHOOSES THE STARTING ROUTE

A residence permit does not turn into a passport

For ETA 601 and eVisitor 651, check the official list and the exact type of passport you will use to travel. Living in a listed country does not make an unlisted passport eligible. For example, an Indian or Pakistani passport holder living in the UAE does not gain ETA or eVisitor access through UAE residence; a Canadian passport holder living there can check ETA eligibility using the Canadian passport.

For a holiday or family visit on a passport outside those short-visit lists, the overseas Visitor 600 Tourist stream is a starting point. It requires a genuine temporary visit, enough money and the other published criteria. Work, longer study or migration needs a different purpose-based check. Two citizenships or a non-citizen travel document need an extra passport-type check.

03 / SHOW YOUR REAL CIRCUMSTANCES

Explain where you normally live and what you will return to

For an overseas Tourist 600 application, Home Affairs asks about travel plans, funding and reasons to return to your home country or usual country of residence. If you work, study or live with family outside your passport country, use truthful records relevant to that actual life: for example, lawful residence, employment and approved leave, study enrolment, family obligations or a home you maintain. Provide what applies to your situation and what the online application asks for; no single residence card or employer letter guarantees a grant.

Check whether you can lawfully return to your country of residence after travel. That is a separate question under that country's rules, so confirm it with the relevant local authority. Keep scans and translations consistent with the passport and application; do not present old residence evidence as current.

Official visitor evidence examples · Build a truthful return-evidence plan → · Translate and upload records →

04 / FOLLOW THE REQUEST WHERE YOU ARE

Biometrics and checks are location-sensitive

After lodgement, Home Affairs may send a biometrics, health, character or document request. Do not assume the collection rules for your passport country apply where you live. Read your own biometrics letter and use the current overseas-services directory for the location. An eligible Australian Immi App request needs a visa lodgement number beginning AUI and an eligible app location; otherwise follow the letter's collection-centre instructions. A completed identity check is not a visa grant.

Police certificates can relate to countries where you have lived, not just citizenship. The threshold and timing depend on your chosen visa and its request, so check that visa's character instructions before ordering records.

App country list and AUI rule · Find current overseas services · Check police-certificate rules →

05 / IF YOU MOVE WHILE WAITING

Update Home Affairs and recheck the decision location

Home Affairs says to tell it when application details change. If you will live at another residential address for more than 14 days during processing, update the address in ImmiAccount. Keep your email and phone number current so a request or decision reaches you. A brief trip and a change of usual residence are different facts; record them accurately rather than changing an address to match a convenient biometrics centre.

If you move into Australia after lodging an offshore Visitor 600 Tourist application, that stream still requires you to be outside Australia when Home Affairs decides. Check your current visa or entry rights before travel and the application-specific advice if your location changes. If an offshore biometrics request is pending and you are now in Australia, Home Affairs says to notify the relevant office for the country where you applied.

Official address-update instructions · Official change-of-location biometrics advice · After-application guide →

06 / APPLY THE THREE FACTS

Use your own passport, residence and purpose

Example: an Indian citizen usually living in the UAE and visiting family in Australia should check the Indian passport's visitor options, describe genuine UAE circumstances where relevant, and follow a UAE biometrics request if one arrives. They should not use an ETA merely because they hold UAE residence. Someone with a Canadian passport at the same UAE address can separately check ETA rules. Neither example decides eligibility or the evidence Home Affairs will request from that person.

Choose both countries in our planner to see the passport guide, a local follow-up note and a private checklist for your purpose. Then confirm the selected visa's current rules directly with Home Affairs before submitting.

Read the planner note for Argentina

If you apply while living in Argentina, the Australian Embassy provides application and document guidance in Spanish and English. Use the current Home Affairs channel for your chosen visa; residence does not decide passport eligibility. For an application managed in ImmiAccount, its preparation page asks for required supporting records at lodgement, clear colour scans and both original-language documents and English translations. Check the page’s document-specific translation instructions alongside your actual visa requirements. Do not post original records or your passport unless Home Affairs specifically requests them. If a biometrics or health request is issued, follow your own letter and the current overseas-services directory rather than assuming a residence-based exemption. An ETA app application follows its separate instructions.

If you live in Austria, Vienna provides regional visa guidance but does not process applications or answer visa enquiries. Choose the Home Affairs channel for your actual passport and purpose; residence does not establish ETA or eVisitor eligibility. An eligible ETA uses its separate app. For applications managed in ImmiAccount, attach required evidence at lodgement, including original non-English records and English translations. For non-accredited translators outside Australia, the mission asks for name, address, telephone number, qualifications and language experience. Follow your visa-specific document requirements. If requested biometrics cannot be provided, its guidance directs you to explain the circumstances in writing through your ImmiAccount application. Follow your own letter and current collection-centre instructions; an explanation does not itself waive a request or extend its deadline.

If you apply while in Bangladesh, check the channel for your chosen visa. VFS Global collects biometrics in Bangladesh but does not make visa decisions or confirm whether an application is genuine. For an ImmiAccount application, check the actual visa type, application status and grant or refusal messages yourself, even if an agent helps you. A biometrics letter is not a visa grant. If you live in Belgium, select the Australian visa using your actual travel document and purpose; Belgian residence does not establish Belgian passport eligibility. The Brussels Embassy does not process visa applications or answer visa enquiries. It describes translator identification and qualification details for translations made outside Australia; check the document-specific instructions for your visa. If Home Affairs requests biometrics, follow your letter and the current official collection-centre directory. If you cannot provide them, the Embassy advises uploading a written explanation through your ImmiAccount application. An explanation does not waive the request or extend its deadline. If you live in Cameroon, the Australian Honorary Consul in Yaounde does not process visa requests. Its consular role should not be mistaken for a visa-lodgement service. Use Home Affairs instructions for your actual travel document and purpose, not residence alone. An eligible ETA uses the official Australian ETA app; use ImmiAccount when your chosen visa directs you there. Chile →Residence-specific note

If you live in Chile, choose the Australian visa and application channel for your actual travel document and purpose. Residence in Chile does not create Chilean passport eligibility. For an application managed in ImmiAccount, the Australian Embassy asks for the required original documents and English translations at lodgement. If Home Affairs requests a Chilean police record, the Embassy directs citizens and resident non-citizens with a RUT and ClaveUnica to the Civil Registry online service; without a unique code, it says to apply in person at a Civil Registry office. Check the linked official service and your own request for the exact certificate and current process. This is not a requirement that every visa applicant obtain a police certificate. Follow any individual health or biometrics request rather than assuming an exemption from location alone.

If you apply while in Ireland, use the visa’s Home Affairs channel; the Dublin Embassy does not process applications or answer individual visa enquiries. It names the NPCC Police Certificate issued through ACRO and directs applicants to its online application and evidence upload. Select United Kingdom in the official services directory and read Police check / View more. Confirm the current issuing requirements before applying. Italy →Residence-specific note
Australian Embassy Italy visa, translation and requested-biometrics guidance
Read the planner note for Italy

The Australian Embassy in Italy does not process visa or citizenship applications or answer visa enquiries. Use the Home Affairs channel for the visa chosen using your actual travel passport and purpose; an Italian residence permit does not establish ETA or eVisitor eligibility. For an ImmiAccount application, the Embassy asks for required supporting records at lodgement and both the original and English translation of non-English documents. Translations outside Australia should identify the translator with their name, address, telephone number, qualifications and language experience. Check any additional instructions for your specific document and visa. If requested biometrics cannot be provided for an ImmiAccount application, the Embassy says to attach a written explanation there; follow the letter and current overseas-services directory rather than assuming an exemption. An ETA app application follows its individual instructions. Local-document note checked 9 October 2026.

For Jordan residents, use your chosen Home Affairs visa page and its current application channel. The Australian Embassy Amman visa page says Embassy staff cannot assist with general visa or citizenship enquiries, but links an Australian Immigration Enquiry Form for contacting the visa office after reading the guidance. Use that current route rather than treating a general Embassy visit as an application or enquiry. The same page gives Global Service Centre contact details and says callers can select option 6 for a TIS interpreter. For ETA-eligible travel passports, it directs applications to the official Australian ETA app; Jordan residence alone does not make a passport eligible. Follow any individual biometrics request and the current overseas-services directory. Local-enquiry note checked 9 October 2026.
